Full speech on opening ceremony of Beiting (Bashbaliq) Institute, by Mr. Guo Zhan
Beiting
Study Research Institute was established and its first symposium achieved an unbelievable
success.
Heavyweight
predecessors and scholars participated in the symposium with Mr. Meng Fanren
and Ms. An Jiayao in place. On the premise of "Beiting Study" jointly
proposed by Jimsar government and colleagues, Mr. Meng not only defined and
summarised the theory’s definition, connotation, category, property, function,
influence, significance, historical status and contemporary function for the
first time, but also pointed out lots of important topics and direction for the
further development of the course, which helped the Beiting Study take shape. Just
as what Mr. Meng said, its development and perfection can
be anticipated soon.
Many
experts and scholars, including Mr. Andrews, Mr. Chen Ling, Mr. Wu Xinhua, Mr.
Yu Zhiyong, Mr. Ubud, and others from different academic and technical fields, gave their professional speeches to us. Although many
lectures hadn’t been fully elaborated due to the limited time, they are all
worth pondering and researching. I would like to extend my gratitude to all of
the experts. What’s more, it’s great to see that most of the experts are young
and energetic. For many years, it has been a pity that our Chinese peers did
not get involved in the field of international cultural heritage. But now, I
feel so proud and inspired that the expert team led by Mr.Andrews and other
colleagues could reach the international level and influence the global
direction. With their solid support, especially by Mr. Meng and Mr. Andrews,
the team of Beiting Study would definitely attract more excellent scholars,
which make me feel positive about the study and the institute.
The
confidence also particularly came from them, including the Cultural Relics Bureau of Xinjiang Uygur Autonomous
Region, Changji Prefecture, especially the county party committee and government,
the Cultural Relics Bureau, all relevant departments and
the general public of Jimusar, whose devotion and care, cultural awareness, sense of historical responsibility, professional dedication, the
work style of unknown to public but meticulous centered on Beiting
ancient ruins. From the leadership to each person, we could feel the special
emotion and attitude.
The first day I saw Hao Yongjun secretary, his
desire to play a role of Beiting ancient ruins
and the urgent feelings of bringing benefits to the people and social, were
understanding and touched.
That the detailed explanations and solemn
commitment to the protection of Beiting ancient city from Wang Yan, the county chief, reflected that the
local government was responsible, realistic and passionate.
The leading cadres of Xinjiang reconstruction-assistance, Wu Kefen Vice
secretary, who is from Xiamen, was almost to the end of the term, but she never
felt a bit of a departure, and still do her best efforts for Jimusar, for Beiting. This kind of sense of responsibility and conscientiousness
is touching.
Here from the Director Zhu Yueling, who at
present single-handedly maintained the Cultural Relics Bureau leadership work,
and her team, the vice-director Zhao of the NPC, and the other leading comrades
of the NPC and the CPPCC, to our hotel service staffs, I can feel an atmosphere
and a consciousness that they were strictly following the unprecedented
high-degree attentions and concrete-series instructions for culture heritage
work, which were from General Secretary Xi, the CPC Central Committee and the
State Council.
On this base and under this kind of
atmosphere, there is a reliable guarantee and a great encouragement for the
development of Beiting-science.
Beiting
Studies, based on the systematic definition of Mr. Meng Fanren, could be
generalised as “research on the broad geographic and historical context of
Ancient City of Beiting, including both the ancient and the modern culture,
economy, politics, and geographic and climatic changes of this area; on the
evolution of the frequent and in-depth integration of diverse cultures and
civilisations at this critical hub and convergence of the Silk Roads; on the
identification, recognition, preservation, inheritance and promotion of the
Silk Roads related cultural heritage system, exploring the significance of the
historical traces and heritage to the present and the its reference to the
future”. Please help us simplify this immature definition, which is open to
criticism for perfection. The content is yet to be comprehensive and profound,
the logic is not smooth enough, and the language is even incoherent. We expect
you to weigh the words further with us. Mr. Meng himself is still revising his
draft. Let’s wait.
The
imperfection of the definition is caused by other concerns too.
Beiting
Studies refers to a specific research category, in particular an explicit
geographic area. When marching forward boldly and proudly, we need to address
another problem – the importance of a global view and the awareness of
political sensitivity. When maintaining our national interests, we’d better
stand from a global perspective and play our role in an international context
with justice and objectivity.
The goal and development of Beiting Studies will undoubtedly be the pursuit of the highest level and reliable academic research. On the other hand, we will devote ourselves to facilitating national and international academic communication and promotion. Mr. Meng has already proposed many fundamental research topics. Scholars and researchers could choose among these available topics in terms of your own interests, abilities, responsibilities and condition. The knowledgeable experts from Jimsar will propose more research topics of great significance and necessity, for researchers in and out of this field to promote the growth of the discipline. Also, we hope some IT expert would establish awechat group for people in the same profession to update and exchange information promptly. Of course, a newsletter will be of greater help.
We have just started to build the
team of the academy, there are still many experts to be invited to join us. We
welcome any recommendation from you, and we will have our colleagues from Jimsar
for the coordination.
The academic study should aim
to serve the society, study, protection, planning and display of Beiting ancient
city and relative researches of its cultural system. Among those works, we
should pay a great deal of effort to the very important basic academic studies
including history, archaeology, information, related technology, structure,
material and process to provide an authentic and reliable foundation for
subsequent works. The initiation of project planning and method comes after
that, and only when all these mentioned above are finished, can we have the
actual implementation.
I understand the eager wishes
of some colleagues to see progress ASAP, and I feel the same way. But we should
keep it in mind that any mistake will be irrevocable when culture heritage is involved.
So, our work should be based on the spirit of professionalism, findings of
rigorous studies and related regulations and protocols. The initiation and
implementation of protection project on any historical and cultural site should
be discussed and approved by related departments in government at the necessary
level, according to Cultural Relics Preservation Law. The protection of world
heritage, which is also in accordance with domestic law, should be carried out
under the principle of authenticity and integrity, the relation with
surrounding environment and the interest of related people and parties should
be handled appropriately. We should also pay attention to the special
requirement of management and monitoring of world heritage sites, major
projects should be approved by World Heritage Centre through the coordination
of the state administration of cultural heritage. I believe all the colleagues
from the academy of Beiting study will provide us active assistance with their
full strength in all aspect. We will soon discuss our cooperation.
Lastly, please let me take this
opportunity to once again extend my gratitude to Mr. Meng, Ms. An and all the
experts here for attending and supporting this event. I’d like to thank Mr.Ubud
from cultural heritage bureau of Xinjiang and officials from Changji autonomous
