Central Asian Sub-Regional Workshop Development of Management Strategies for Silk Roads Corridors

3-4 October 2018 Almaty, Kazakhstan Draft Final Decisions

Within the framework of the UNESCO/Japanese Funds-in-Trust Project, the UNESCO Almaty 

Cluster Office in cooperation with the World Heritage Centre, the UNESCO Office in Tashkent and the Ministry of Culture and Sports of the Republic of Kazakhstan organized sub-regional events in Almaty on 2-4 October 2018.

The sub-regional coordination meeting of the working group on Fergana-Syrdarya Corridor and the sub- regional workshop “Developing Management Strategies for the Silk Roads Heritage Corridors in Central Asia” brought together representatives of ministries and National Commissions for UNESCO as well as relevant experts from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Representatives from the ICOMOS International Conservation Center in Xi’an (IICC Xi’an), the International Institute for Central Asian Studies (IICAS) and UNESCO also took part in the meeting to discuss further cooperation in the cluster.

Participants expressed their gratitude for the generous financial support of the UNESCO/Japanese Funds- in-Trust, via the project “Support for the Silk Roads World Heritage Sites in Central Asia (Phase II)”.

 

Participating countries agreed on the following:

I. Regarding the preparation of the transnational nomination “Silk Roads: Fergana-Syrdarya Corridor”:

 

1. The revised the number of preliminary component sites;

 

2. The corridor to nominate meets with the Outstanding Universal Value Criteria: ii, iii, iv, v, vi;

 

3. By 1 February 2019, to submit the following documents to the UNESCO Almaty Cluster Office:


• The official list of the transnational nomination working group “Silk Roads: Fergana-Syrdarya Corridor” (1 official representative of the authorized Ministry, 1 specialist responsible for the description, 1 specialist responsible for the management and protection, 1 cartographer)

• Official coordinating organization from each country.

• Updated Tentative Lists of the State Parties.

 

4. Finalize the nomination file within 3-5 years (the estimated period for the nomination dossier).

 

5. To support the proposal of the Ministry of Culture and Sports of the Republic of Kazakhstan to serve as the Secretariat for the preparation of the nomination for the Silk Roads: Fergana – Syrdarya Corridor.

 

6. To invite Kazakhstan to develop a draft Memorandum among authorized ministries on joint work on the preparation of the nomination file on the Fergana – Syrdarya Corridor to be presented at the final closing project meeting (scheduled for the end of February 2019).

 

7. Each country will commit the necessary financial resources for the work of the national working group and the conduct of meetings at the national level.

 

8. Each country will finance the participation of their representatives in the working group in the meetings of the sub-regional working group (i.e. transportation costs).

 

9. Authorized officials at the Vice-Minister level from each country will participate in the event to sign the Memorandum on the preparation of the Fergana-Syrdarya Corridor nomination file.

 

10. To invite the Kyrgyzstan delegation to develop a preliminary schedule and step-by-step plan for the development of the Fergana – Syrdarya Corridor nomination file, reflecting the existing and approved documents.

 

11. Each country will seek to avoid rotation and ensure the permanence of the members of the Fergana – Syrdarya Corridor working group throughout the preparation of the nomination file.

 

12. ICOMOS International Conservation Center-Xi’an (IICC-X) as the Secretariat of the Coordinating Committee on Serial Transnational Nomination for World Heritage of the Silk Roads will fully support and provide methodological and technical assistance to the Fergana – Syrdarya Corridor Secretariat and the Zarafshan Corridor Secretariat, based on the successful experience of the inscription of the Chang'an-Tianshan Corridor.

 

II. Regarding the preparation of the transnational nomination the Silk Road: Zarafshan Corridor Pendjikent-Samarkand-Poykent:

 

13. To entrust the Secretariat and coordination function to the International Institute for Central Asian Studies (IICAS).
