Site of Luoyang city of Eastern Han to Northern Wei dynasties was first built in the first year of the Eastern Han Jianwu reign (25 AD) and was destroyed in the first year of Northern Wei Tianping period (534). The city served as

capital for a total of 300 years. In the first year of Jianwu (25 AD), regined by Guangwu Emperor of the Eastern Han Dynasty, Luoyang was built and made capital. The city was roughly 4.5 km long north-south, and 3 km east-west, with 12 city gates. The northern palace and the southern one were connected by corridors and double pathways. In the first year of Chuping(190 AD), Emperor Xian was forced by Dong Zhuo to move the capital to Chang’an and Luoyang City was burned down.

Since 1954, archaeological institutions have carried out extensive archaeological works, clarified roughly the scale of the city site and the basic urban layout, and key archaeological excavations were done in the areas of Yongning Temple, the inner city walls, and the palace, which all provided significant scientific base for the study of the heritage values of the site. In 1961, the site of Luoyang city of Eastern Han to Northern Wei Dynasties was listed by the State Council among “The First Batch of State Priority Protected Cultural Heritage Sites”. In 1973, a specialized conservation and management institution - the Site of Luoyang City from the Eastern Han to Northern Wei Dynasty Cultural Heritage Preservation Institute was established. In 1989, the People’s Government of Henan Province announced the zoning plan for protection of the site. It was adjusted and revised in 2004 to ensure the integrity of the site in accordance with “The Notice on Scope of Protection Adjustment of the National Level and Provincial Level Cultural Heritage” issued by the Henan Provincial Cultural Heritage Bureau.
