The Luoshan Temple Earth Pagoda,located in Mt.Ruluo,southwest of Dongma Village,Hejiazhuang Town,Heyang County,was built byWu Kui, the scholar of the Qing Dynasty. At the height of 12 meters,the pagodais overlooked as a penholder and thus got another name “Wen Feng”.
