2016年遗产影响评估国际培训在菲律宾维甘古城开幕
2016年遗产影响评估（HIA）国际培训班于10月18日在菲律宾维甘古城文化与贸易中心开班。本次培训由我中心、ICCROM和维甘市政府共同举办，是HIA主题系列的第三届培训。我中心常务副主任陆伟女士、维甘市议员兼代理市长Janina Carine Medina- Fariñas女士及ICCROM代表Katri Lisitzin女士出席开幕式并致辞。本次培训汇集了来自亚太、欧洲和阿拉伯地区10个国家的12位学员参与，包括：中国、埃及、斐济、印度、蒙古、黑山、缅甸、荷兰、菲律宾和新加坡。
近年来，各类大规模的开发活动对世界遗产地的影响日益突出，并威胁其突出普遍价值、完整性和真实性。为了应对这些问题，自2012年起，我中心与ICCROM合作，在双方就地区性能力建设方面达成的合作备忘录框架下，启动了两年一度的HIA主题培训。本届培训的时间为10月18至27日。在为期十天的培训中，学员将通过一系列讲座、实地考察和案例研究，深入了解实施遗产影响评估所需的理论和应用性方法。课程结尾将邀请维甘政府代表参与，听取学员就当地案例所开展的研究成果。
2016 International Training Course
on Heritage Impact Assessments
Held in Vigan, the Philippines
The 2016 International Training on Heritage Impact Assessments (HIA) opened on 18 October in the Vigan Cultural and Trade Center at Vigan City, the Philippines. As the third session of the series on HIA topic, this year’s workshop is organized by WHITRAP and ICCROM with support of the Vigan City Government. Executive Deputy Director of WHITRAP Shanghai Ms. Lu Wei, the Vigan City Councilor and Acting Mayor Ms. Janina Carine Medina- Fariñas and Ms. Katri Lisitzin representing ICCROM attended and made welcome addresses at the opening ceremony. Twelve trainees from ten countries of Asia-Pacific, Europe, and the Arab world participated in this year`s session, including China, Egypt, Fiji, India, Mongolia, Montenegro, Myanmar, the Netherlands, the Philippines and Singapore.To cope with the threats from various types of large-scale development activities to the World Heritage properties and the negative impacts to the Outstanding Universal Value (OUV), integrity and authenticity of the properties, WHITRAP, together with ICCROM, has initiated a training workshop which has taken place every two years since 2012, under the framework of the Memorandum of Understanding in regional capacity building. The ten-day course from October 18 to 27 this year, aims to equip participants with theoretical and application methods of heritage impact assessments through lectures, field tours, and case studies. Vigan authorities will be invited by the end of the course to listen to presentations made by trainees about the their studies on the cases at local level.
