11月17日，以“世界遗产 精准扶贫”为主题的第一届中国世界自然遗产保护与发展大会在贵州省荔波县成功举办。此次大会由联合国教科文组织驻华代表处和住房和城乡建设部世界自然遗产保护研究中心联合举办，得到了住房和城乡建设部城市建设司、中国联合国教科文组织全国委员会秘书处和国务院扶贫办规划财务司的指导，以及贵州省住房和城乡建设厅、黔南布依族苗族自治州人民政府的大力支持，并由中共荔波县委、荔波县人民政府承办。

On November 17, the First Chinese Natural World Heritage Conservation and Development Conference with the theme of “World Heritage and Poverty Alleviation” drew to a successful close at Libo County, Guizhou Province. The Conference was jointly organized by UNESCO Beijing Office and the World Natural Heritage Conservation and Research Centre of the Ministry of Housing and Urban-Rural Development of the PRC (MOHURD), and received guidance from the Urban Construction Department of MOHURD, the Chinese National Commission for UNESCO, and the Planning and Finance Department of the Poverty Alleviation Office of the State Council. Supporting agencies included the Department of Housing and Urban-Rural Development of Guizhou Province and the People’s Government of Qiannan Buyi and Miao Autonomous Prefecture. The host of the Conference was the Libo County Party Committee and the People’s Government of Libo County.

中国世界自然遗产事业发展正处于关键时期。自1985年加入联合国教科文组织世界遗产公约以来，中国一直致力于通过务实有效的方式在本国国情下实现保护世界遗产的使命。 如今，中国的世界自然遗产事业蓬勃发展，世界遗产各级主管部门和遗产地管理机构一直在进行各种有益尝试，以促进世界自然遗产的保护和发展。然而，中国世界自然遗产地的贫困问题仍是一个亟需解决的难题。针对这一挑战，此次大会以“世界遗产 精准扶贫”为主题，一方面符合联合国2030年可持续发展目标，另一方面也是国家十三五规划纲要和中共十八大“生态文明建设”基本战略的重要内容。 

The development of World Heritage undertakings in China is at a pivotal point in history. Since joining the UNESCO Convention Concerning the Protection of World Cultural and Natural Heritage in 1985, China has adopted steadfast measures in conserving World Heritage within the Chinese context. At present, China’s Natural World Heritage flourishes, and various levels of World Heritage and World Heritage site managerial institutions have been undertaking commendable attempts in promoting the protection and development of China’s Natural World Heritage. However, poverty at World Heritage sites is still an obstacle to overcome. In response to this challenge, this Conference took “World Heritage and Poverty Alleviation” as its overarching theme, which on the one hand meets United Nation’s 2030 Sustainable Development Goals, while on the other hand closely relates to the 13th Five-Year Plan and the eco-civilization development strategy proposed at the 18th CPC National Congress.

大会从“中国世界自然遗产的发展战略及对遗产地社区经济的影响”和“遗产地的贫困问题与精准扶贫政策措施”两个议题为切入点进行了探讨。中国国情一方面决定了遗产地原住民等利益主体具有发展经济的需求，另一方面催生了世界遗产地的属地化管理体制，而后者则加重了社会经济发展与遗产保护之间的矛盾。中国城市规划设计研究院风景园林和景观研究分院院长贾建中、同济大学建筑与城市规划学院教授韩锋、北京大学世界遗产研究中心宋峰副教授、联合国教科文组织国际文化和自然遗产空间技术中心副主任洪天华、野生动植物保护国际中国项目负责人张颖溢，以及中共荔波县委副书记雷学良也从业态引导、监测、参与机制、可持续旅游等多个方面进行了主题演讲。来自武隆、黄山、泰山等遗产地代表也分享了在实际管理过程中的经验和体会。

The Conference focused on two topics: the development strategies of China’s Natural World Heritage and its impact on community economy at heritage sites, and poverty issues at heritage sites and poverty alleviation. China’s national situation on the one hand determines that stakeholders such as local residents of heritage sites are entitled to economic development, and on the other hand necessitates localized management – the latter exacerbates the irreconcilability between socio-economic development and heritage conservation. Other presenters, including Mr. Jia Jianzhong, President of Landscape Architecture and Landscape Research Institute of China’s Urban Planning and Design Institute, Dr. Han Feng, Professor of Tongji University College of Architecture and Urban Planning, Dr. Song Feng, Associate Professor of Peking University College of Urban and Environmental Sciences, Mr. Hong Tianhua, Deputy Director and Secretary-General of the International Centre on Space Technologies for Natural and Cultural Heritage under the Auspices of UNESCO, Ms. Zhang Yingyi, China Programme Director of Fauna & Flora International, and Mr. Lei Xueliang, Vice Secretary of Libo County Party Committee, addressed these topics from various aspects, such as operational guidance, monitoring, participation mechanism, and sustainable tourism. Representatives from Wulong, Mount Huangshan, and Mount Taishan World Heritage sites also presented case studies to share their thoughts and experience.

闭幕式上，联合国教科文组织驻华代表处文化项目官员卢叶致闭幕词，住房城乡建设部世界自然遗产保护研究中心副主任邢海峰对本届会议进行了总结。

At the closing ceremony, Ms. Lu Ye, Project Officer of Culture at UNESCO Beijing Office, delivered closing remarks, and Mr. Xing Haifeng, Deputy Director of the World Natural Heritage Conservation and Research Centre of MOHURD, made a summarizing address.

此次大会的召开标志着中国世界自然遗产年会机制的正式启动。 年会机制为中国遗产保护管理人员、研究机构和其他利益相关者提供了交流和沟通的平台，使遗产保护在中国语境下发挥促进社会繁荣和可持续发展的作用，同时也为国际社会提供有益的思考和启发。

This Conference marks the start of an annual meeting mechanism for Natural and Mixed World Heritage in China, which not only provides a venue for knowledge exchange among heritage management practitioners, but also creates a platform of dialogue for stakeholders across disciplines. This ensures that heritage conservation could progress hand-in-hand with social prosperity in a way situationally suitable for China, and that the Chinese experience can contribute useful reference for the global society.
